EuQueuer is a command-line utility that, given an email message stored on a file, imports it into Eudora's Out mailbox ready for sending.
Only pure text messages can be queued (no HTML) and all messages are sent as from Eudora's <Dominant> personality.
(These are restrictions imposed by Eudora, not by EuQueuer.) Attachments are fully supported though.
